The Federal Government has announced plans to provide 100MB of free mobile data daily to eligible Nigerian students from 1 October 2026, in a major move aimed at making digital education more accessible and reducing the cost of accessing learning materials online.
The initiative, known as the Zero-Rated Access Initiative, is being implemented through collaboration between the Nigerian Communications Commission (NCC), the Federal Ministry of Education and participating telecommunications operators.
The announcement was made by the Minister of Education, Dr Tunji Alausa, during the launch of the Initiative for Zero-Rated Access to Educational Platforms and Content in Nigeria in Abuja.
According to the minister, the service is expected to become available to Nigerian students from 1 October 2026.
Who will benefit from the 100MB free data?
The initial phase of the programme is targeted at students in:
Public senior secondary schools
Public tertiary institutions, including universities, polytechnics and other eligible public institutions.
The government has indicated that the programme could later be extended to other categories of learners.
This means students in public universities are among the groups expected to benefit from the initial rollout.
Is the 100MB ordinary internet data?
No. This is very important.
The 100MB allocation is not being presented as unrestricted data that students can use for everything on the internet.
Instead, it is a zero-rated educational data allowance. This means students will be able to access websites and digital platforms approved under the programme without paying the normal data charges for that eligible educational traffic.
The approved platforms may include learning management systems, digital libraries, educational repositories, teacher-development platforms and technical and vocational education resources.
Therefore, students should not assume that the 100MB can automatically be used for TikTok, Instagram, WhatsApp, YouTube, Netflix or general browsing.
Which networks will provide the free data?
The programme is being implemented with participating mobile network operators.
The NCC has identified MTN Nigeria, Airtel Nigeria and Globacom among the major operators supporting the initiative.
The exact process by which each network will identify and activate eligible students is expected to be communicated as the rollout approaches.
How do students apply?
At the moment, there is no confirmed application portal.
This is one of the most important things students should know.
The government has announced the programme and its planned commencement date, but an official student registration portal, USSD code or specific activation procedure has not yet been publicly announced.
Therefore, students should not pay anyone claiming to be registering them for the 100MB programme.
Students should wait for official instructions from the Federal Government, NCC, their schools and participating network operators.
When the activation procedure is officially released, students may be required to provide or verify information such as their student identity or institution details. However, no specific registration requirement should be assumed until the government announces it.

Use a registered SIM from one of the participating networks and ensure it remains active. - Watch their institution’s announcements

Students should be careful with links circulating on WhatsApp, Facebook, Telegram and other social media platforms claiming to offer immediate registration.
Do not submit your BVN, NIN, bank details, passwords or OTP to an unverified website claiming to provide the free 100MB.
Why is the Federal Government introducing the programme?
The government says the cost of internet access remains a significant barrier to digital education, particularly for students from low-income households.
The initiative is intended to allow students to use smartphones, tablets and computers to access educational resources without having to worry about the cost of data for approved learning platforms.
The government’s ambition is ultimately to ensure that no Nigerian learner is denied access to quality educational content simply because they cannot afford internet data.

Students should, however, note that the programme is being rolled out in phases, beginning with public senior secondary schools and public tertiary institutions.
What this means for Nigerian university students
For students in public universities, the announcement could provide useful support for academic activities such as accessing online lecture materials, digital libraries, learning management systems, research resources and other approved educational platforms.
However, the 100MB should not be mistaken for 100MB of unrestricted daily browsing. Its primary purpose is to provide free access to approved educational content under the government’s zero-rating framework.
